Seth, When I bought my '98 Savage the baffles had been removed from the muffler as well & it had sat for awhile. Over time as I rode it, I lost power until it acted like it was out of gas with hardly no throttle response. I replaced the spark plug which helped but did not "cure" the problem. It was then that I decided to remove the white spacer in the carb (by myself). This had not been done by the previous owner. And I adjusted the air/fuel mix. This helped tremendously on the backfire and completely eliminated the loss of power and sluggish nature. I have ordered a new muffler from JC Whitney to replace the damaged one and hopefully this will totally cure the problem with some minor adjustment to the air/fuel mix. Hope this info helps!
